 XVII Javni poziv za dodelu bespovratnih finansijskih sredstava za direktne investicije

Na osnovu člana 16. stav 2. Uredbe o uslovima i načinu privlačenja direktnih investicija („Službeni glasnik RS“ broj 20/2012), Agencija za strana ulaganja i promociju izvoza Republike Srbije (SIEPA) raspisala je 17. po redu Javni poziv za dodelu bespovratnih finansijskih sredstava za direktne investicije privrednim društvima koja realizuju investicione projekte u proizvodnom sektoru, sektoru usluga koje mogu biti predmet međunarodne trgovine ili strateške projekte iz oblasti turizma.

Sredstva se ne mogu dodeliti za investicione projekte u oblasti primarne poljoprivredne proizvodnje, trgovine, ugostiteljstva, proizvodnje uglja i sintetičkih vlakana.

Rok za slanje prijava za dodelu sredstava po ovom javnom pozivu je do 15. februara 2013. godine. Dokumentacija dostavljena nakon isteka ovog roka neće se uzimati u obzir.

MINISTARSTVO RADA, ZAPOŠLJAVANJAI SOCIJALNE POLITIKE

Pozivaju jedinice lokalne samouprave da se uključe u sufinansiranje programa ili mera aktivne politike zapošljavanja u 2013. godini

Nacionalnim akcionim planom zapošljavanja utvrđeni su ciljevi politike zapošljavanja i prioriteti koji će se realizovati u 2013. godini.

Nacionalni akcioni plan zapošljavanja za 2013 godinu definiše kriterijume za učešće u finansiranju programa ili mera aktivne politike zapošljavanja (u daljem tekstu: APZ), predviđenih u lokalnim akcionim planovima, sredstvima iz republičkog budžeta.

Lokalni akcioni plan zapošljavanja mora biti u saglasnosti sa Nacionalnim akcionim planom zapošljavanja za 2013. godinu, odnosno sa pokrajinskim akcionim planom zapošljavanja.

Jedinica lokalne samouprave odnosno teritorijalna autonomija koja, u okviru lokalnog akcionog plana zapošljavanja, obezbeđuje više od polovine sredstava potrebnih za finansiranje određenog programa ili mere aktivne politike zapošljavanja može podneti zahtev za učešće u finansiranju tog programa ili mere.

I. PROGRAMI ILI MERE APZ KOJI SE SUFINANSIRAJU
U skladu sa Nacionalnim akcionim planom zapošljavanja za 2013. godinu, odobrava se učešće u finansiranju sledećih programa ili mera APZ:
– subvencije za samozapošljavanje,
– subvencije poslodavcima za zapošljavanje na novootvorenim radnim mestima,
– stručna praksa – radi sticanja praktičnih znanja i veština za samostalan rad u struci bez zasnivanja radnog odnosa i to za lica sa najmanje srednjim obrazovanjem, bez obzira na godine života;
– sticanje praktičnih znanja uz zasnivanje radnog odnosa,
– javni radovi.

II. USLOVI
Uslov za odobravanje učešća u finansiranju programa ili mera APZ je da teritorijalna autonomija, odnosno jedinica lokalne samouprave ima:
– Formiran lokalni savet za zapošljavanje;
– Donet lokalni akcioni plan zapošljavanja za 2013. godinu;
– Obezbeđeno više od polovine potrebnih sredstva za finansiranje određenog programa ili mera APZ (Izuzetno, ukoliko se radi o nerazvijenoj opštini, ministar nadležan za poslove  zapošljavanja, u skladu sa Zakonom o zapošljavanju i osiguranju za slučaj nezaposlenosti „Službeni glasnik RS”, br. 36/09 i 88/10), može odobriti učešće u finansiranju i kad je obezbeđeno manje od polovine potrebnih sredstava);

Usklađene programe ili mere APZ sa prioritetima i ciljevima lokalnog ekonomskog razvoja i lokalnog tržišta rada.

III. KRITERIJUMI
Kriterijumi na osnovu kojih se odobrava učešće u finansiranju programa ili mera su:
– Stepen razvijenosti opštine;
– Indikatori na lokalnom tržištu rada;
– Predviđeni efekat programa ili mera i ekonomska opravdanost.

IV. PRIORITETI
Prioritet za učešće u finansiranju programa ili mera APZ u 2013. godini imaju:

– nerazvijene jedinice lokalne samouprave – utvrđene u skladu sa posebnim propisom Vlade, programi i mere predviđeni lokalnim akcionim planovima zapošljavanja koji uključuju teže zapošljiva lica i lica u stanju socijalne potrebe i
– zahtevi podneti od strane jedinica lokalnih samouprava koje su formirale lokalni savet za područje više jedinica lokalnih samouprava i usvojile zajednički plan zapošljavanja za područje tih jedinica lokalnih samouprava.

V. NEOPHODNA DOKUMENTACIJA
1. Zahtev za učešće u finansiranju programa ili mera aktivne politike zapošljavanja u 2013.godini;
2. Odluka nadležnog organa o formiranju lokalnog saveta za zapošljavanje;
3. Lokalni akcioni plan zapošljavanja za 2013. godinu.

VI. DOSTAVLjANjE ZAHTEVA ZA UČEŠĆE U FINANSIRANjU
Zahtev za učešće u finansiranju programa ili mera aktivne politike zapošljavanja u 2013. godini jedinica lokalne samouprave ili teritorijalne autonomije podnosi Ministarstvu rada, zapošljavanja i socijalne politike preko nadležne filijale Nacionalne službe za zapošljavanje.
Obrazac zahteva može se preuzeti na sajtu www.nsz.gov.rs i u prostorijama filijala Nacionalne službe za zapošljavanje.

Rok za podnošenje zahteva je 31. januar 2013. godine.

VII. ODLUČIVANjE
Ispunjenost uslova za učešće u finansiranju programa i mera APZ u skladu sa kriterijumima, proverava Nacionalna služba za zapošljavanje tako što pregleda prispele zahteve i daje predlog na podnete zahteve Ministarstvu rada zapošljavanja i socijalne politike u roku od 30 dana
od dana isteka roka za podnošenje zahteva.

Ministar nadležan za poslove zapošljavanja odlučuje o zahtevu teritorijalne autonomije ili jedinica lokalne samouprave i odluku dostavlja Nacionalnoj službi za zapošljavanje na dalju nadležnost.
