Clarifications for the Procurement

Contract title: Supply of GIS Software and supporting IT and GPS equipment for project: “Building up and actuation of a Hungarian-Serbian cross-border flood and inland water protection system along the Tisza river”

The Centre for Information and Development of the Tisa Region receieved the following question regarding its procurement procedure for the IPA HU-SRB cross-border cooperation project “Building up and actuation of a Hungarian-Serbian cross-border flood and inland water protection system along the Tisza river”

Technical questions:

Reference: Technical Specification, item 3, External probes: General questions (please, answer question by question):

What is measured by those probes? Water-flow? Density? Water level? Pollution? Temperature?

Within this project water-flow and water level must be measured but the whole solution shall be opened for integration with other modules as well like pollution and density in the future. Our institution is interested in a complex solution which could be extended.

Are those probes static or are they mounted on some vehicle, for instance a boat?

These probes are static probes. Please keep in mind that this is a cross-border project and the solution must communicate with the Hungarian part as well and must measure there also case the data are generates mostly on the Hungarian side of the Tisa. We are still interested in the end data and the service provider must present the technical details.

If they are static, where should they be positioned? In case that they are mobile, what is the device on which they should be mounted?

The solution entirely depends on service provider. The Service Provider should have local knowledge on both sides of the border. The inland and flood probes will be positioned and distributed according to the service providers proposal. The aim of this installation is to create an integrated flow of information with the Hungarian database and create the output data.

Do they need some alarm management and extra power output?

The tender dossier clearly says the details, the probes need to have internal battery power supply.

What are the specifications about housing and wiring protection?

There are no standards or specifications because our institution doesn’t want to specify the technical details more than it needs. Every possible service prodvider shall present its own solution with every techical details.

Reference: Technical Specification, item 3, External probes: There is no specification about GPS functionality. Is that an omission or that functionality is not required? In other words: must the probes be compliant with GPS equipment without including GPS or must a GPS be providedwith the probes? In the latter, can you specify GPS requirements (accuracy, etc.)?

  • The probes must be compliant with the GPS. The probes are measuring and the GPS part communicates with the GIS system. The technical specifications hold every important matter that is important for the Contracting Authority.

Other questions:

In the supply procurement notice the contracting authority requests as follows:

  • at point 17. Selection criteria 1) (a) the average annual turnover in the last three financial years of the candidate must be at least that of this contract; and
  • 3) (a) the tenderer has worked successfully on at least two projects with a budget of at least that of this contract in fields related to this contract which were implemented during the following period: 3 years from the submission deadline, November 3rd 2011;

In order to comply with the requirements, please provide us complete and detailed information about the estimated budget for this contract.

The rules of this cross-border cooperation program of which this project is a part of state that the price of the contract cannot be stated in the call for tenders for supply contracts. The Contracting Authority relies on the tenderers’ capacity in light of the funds disposable for the Contracting Authority.
